FeaturesPlan '389' leaves several park facilities in place while removing some and relocating others. It appears to save money by leaving two playgrounds in place, four of the eight tennis courts, and half of the current road, plus a parking lot near the sports center and swim center. The table below summarizes many of the changes proposed in the revised '389' plan.

proposal
will only take 12.5 acres from Allan Witt Park's current 46.5 acres.
Furthmore, city staff say 8 of those acres are fenced-off baseball
fields For instance, the fenced baseball fields represent a
total area of 5.5 acres - not the 8 acres we have been led to believe. An analysis of the site plan conceptual drawing is
summarized in the table below. The present park does not include 12.4
acres (the Caltrans yard, the Ray Venning site, and a 2.1 acre strip
across from Sheldon school labelled 'Private non-park property') of the
proposed 58 acre development site shown on the site plan. Previous
analysis included Roads and Parking with adjacent uses and included buffer zones and captive spaces around and among
private residences
as private areas.
Total road and parking area is roughly equivalent. Comfort Zones and Captive SpacesThe layout of development in the 389 plan has eliminated much of the captive space and buffer zones which is significant (3.5 acres) in the 434 plan. By pushing residential areas to the south corners of the park, intrusion into public space has been reduced in the revised plan. The 389 site plan analysis does not include buffer zones around buildings or captive public spaces between buildings in the calculations of private development areas. Approximately 1.0 acre representing the westernmost roadway entry into the park from Woolner Ave (opposite Sheldon school).Improvement OpportunitiesSkate Park: By removing 2 buildings in the SW development block, the skate park can remain in its present location. This would save the approximately $1 million cost to demolish and rebuild the skate park. It would also allow at least 2 additional tennis courts to remain in place.Basketball and Tennis Courts: By routing the road (which the plan shows on the east side of the Sports Center behind the building (west) and connecting to the parking area on the north side, all tennis courts and outdoor basketball courts would remain, saving another $400,000 to $500,000. This might require reconfiguration or removal of two proposed residential buildings on the Caltrans lot for adequate setback from the public road. Ballfields: Further, we propose a phased plan which would retain and improve the baseball fields at Allan Witt Park. While this would mean less money for the proposed multi-sports complex (because less public park land would be sold), we believe it would provide enough to build the softball facility on Cordelia Rd at Chadbourne, which is expected by many to generate several hundred thousand dollars revenue for the city each year when fully operational. When the softball facility revenue flows in, then build additional baseball and soccer facilities at the multi-sports complex.
