The
outline presented here is based on the most recent information provided
to the Citizens Committee (09/28/2004) by David White, the Senior
Project Manager. This timeline is only an approximate outline which
omits significant details.
The role of the Citizens Committees during the
EIR Process is unclear. Project Management has indicated that the Allan
Witt Park Citizen Committee is expected to contribute to the
preparation of a Scoping document to be used during the EIR, presumably
to identify issues of community concern to be addressed. Once the EIR
starts in February or March of 2005, the three citizen committees could
be dissolved
or possibly transformed.
The planning process is expected to continue through 2005, with the
City Council voting to approve or reject the proposal in January or
February of 2006. If approved, actual construction would not be
expected to begin until 2007, the remainder of 2006 being devoted to
negotiation and obtaining the required entitlements.
